2026 Management Priorities: The HSE Focus on Mental Wellbeing and Stress

As 2026 begins, the Health and Safety Executive (HSE) has signalled a fundamental shift in its enforcement priorities, placing psychological health on equal footing with physical safety. With work-related stress, depression, and anxiety accounting for 964,000 cases of ill health in the last year—a significant uptick—employers can expect proactive interventions targeting mental wellbeing.

Beyond Physical Hazards

The HSE’s strategic direction for 2026 building on the "Protecting People and Places" strategy, emphasises that ill health is now the most significant challenge in UK workplaces. For businesses, this means that risk assessments must now explicitly include work-related stress, digital overload, and the risks associated with hybrid working. Inspectors will increasingly assess how managers identify and manage "burnout" and "psychological safety"—the environment where staff feel safe to report risks without fear.

The "Employer-Led" Mandate

An independent review of workplace ill health recently recommended a shift toward shared responsibility, placing employers "in the lead" for prevention and early intervention. The government has confirmed the launch of "employer-led Vanguards" in 2026 to develop best practices, with a view toward a voluntary certified standard by 2029. This proactive approach aims to move away from reactive NHS-led care to early workplace support, such as reasonable adjustments and phased returns for staff struggling with mental health.
